Belgium Online Gambling Revenue Grows as New Registrations Drop

Belgium’s licensed online gambling market generated €964.5 million in gross gaming revenue (GGR) in 2025, up 5.41% from the previous year, according to the Kansspelcommissie (KSC).

Land-based GGR fell 7.17% to €656.1 million, while total regulated gambling revenue reached €1.62 billion, down 0.07%. Online gambling represented 59.51% of the regulated market.

Online casino licence holders generated €554.1 million, an increase of 12.99%, accounting for 58% of online GGR. Online betting revenue rose 5.18% to €244.6 million, while online arcade revenue fell 13.66% to €165.8 million.

At the same time, the number of people registering with a licensed online operator for the first time dropped 43.1% to 110,032, compared with 193,342 in 2024. The KSC said a small part of the decline was linked to Belgium raising the minimum gambling age from 18 to 21 on September 1, 2024.

Despite fewer new registrations, average daily active online players increased 3% to 160,144. A total of 528,706 people gambled online at least once during 2025, down from 602,288 a year earlier.

Voluntary self-exclusions also increased, reaching 66,998 by December 31, 2025, compared with 56,458 at the end of 2024.
